Poland's Public Procurement Law (PZP) imposes strict formal requirements on contracting authorities. Yet within those constraints, there is considerable room for optimization — from selecting the right procedure type and crafting qualification criteria and evaluation methods to negotiating framework agreements and managing supplier risk. That is precisely where I operate.
My track record includes tenders valued at over PLN 100 million — covering IT systems, railway infrastructure, maintenance services, and specialized supplies. I have worked directly with boards of public companies, tender committees, and law firms, combining subject-matter expertise with a practical understanding of procurement processes.

Over a career spanning more than 25 years in strategic procurement, I have worked with the largest public-sector organizations in Poland. Key engagements in public procurement:
PKP Polskie Linie Kolejowe S.A. — Board Advisor (2013-2015)
I served as a procurement expert on public tenders exceeding PLN 100 million. My scope included supporting tender documentation preparation, bid analysis, drafting responses to appeals before the National Appeals Chamber (KIO), and strategic advisory to the Board on procurement policy. A flagship project was negotiating a framework agreement with SAP AG for the entire PKP group — covering 4 companies (PKP PLK, PKP Intercity, PKP SA, PKP Informatyka). This agreement standardized licensing, maintenance, and development terms for SAP systems across the group.
Marketplanet platform audit
I conducted a comprehensive audit of the Marketplanet e-procurement platform used by PKP PLK for public tender management. The analysis covered system functionality, PZP compliance, process efficiency, and recommendations for platform development or replacement.
PGNiG S.A. — Procurement strategies under PZP
Working with PwC, I developed procurement strategies for PGNiG SA that accounted for the specific requirements of public procurement in the energy sector. Projects included spend analysis, category optimization, and process adaptation to PZP requirements while maintaining operational efficiency.
PGE S.A. — Procurement transformation
Advisory on procurement function transformation for Poland's largest energy group. Design of a procurement operating model that addressed PZP requirements, process centralization, and digitization through e-procurement platforms.
Tender strategy
Selection of the optimal procedure type (open tender, restricted tender, negotiated procedure, competitive dialogue, innovation partnership). Designing qualification criteria, bid evaluation methods, and terms of reference (ToR) to maximize value while maintaining full PZP compliance.
Tender documentation
Support in preparing specifications, contract templates, technical requirements, and delivery terms. Deep specialization in IT procurement — licenses, implementations, maintenance, SLAs, copyrights, and licensing models.
Framework agreements
Design and negotiation of framework agreements for corporate groups — hands-on experience with the SAP AG framework agreement for the PKP group (4 entities). Optimization of pricing terms, license scopes, and billing models in multi-year contracts.
E-procurement platform audit
Assessment of procurement platforms for PZP compliance, process efficiency, and growth potential. Experience with Marketplanet, SAP SRM, SAP Ariba, Oracle EBS, and other systems used in the public sector.
IT procurement under public regulations
Specialization in procuring software, hardware, implementation services, maintenance, and SLAs. Extensive IT procurement background — from Bank Millennium (IT centralization) through PKN Orlen (PLN 500M/year including IT/Telco) to PKP PLK (SAP systems, procurement platforms).
Appeal proceedings support
Preparation of substantive arguments and documentation for proceedings before the National Appeals Chamber (KIO). Competitive bid analysis, verification of qualification criteria compliance, and assessment of contracting authority actions.
